It depends on what it is, but you can get waivers for almost anything through your recruiter. It used to be a straight "No", but due to recruitment shortages, they've been a little more lax on their requirements.
Marines do not go "AWOL" they go UA -Unauthorized Absence- Absent With out Leave is an Army term, but to answer your question "no" there is not a list that i know of.

You will be deployed wherever they see fit. Though to some extent the armed forces try to cater for these needs. Whether or not though the Royal Marines are based in Northern Ireland I dont know though many forces are based there. If you want to stay where you are I would suggest joining the Territorial Army or TAs where you get more freedom.
