1) Assuming that racism is not the proper term to use for Hitler's discriminatory tendencies, what would be the proper term? -- Racism is quite apt in many circumstances, Hitler saw Hispanics, Blacks, Desis, and East Asians as subhumans. However, if you wish to exclusively to his hatred of Jews, Anti-Semitism or Judenhass are the appropriate terms. If you wish to exclusively refer to his hatred of Romani, Anti-Ziganism or Anti-Romaniism are the appropriate terms.

2) If Hitler was a person who saw all humans equally, i.e. not racist, what kind of person would he be? -- Hatred of Non-Germans was such a defining aspect of Hitler's persona, that it is almost impossible to imagine a Hitler with a John Lennon type of mentality.
