No, it does not. Croatia is always separated from Germany by at least one other country. Germany is bordered by Switzerland, the Czech Republic, Poland, Austria and Italy in the south-eastern area. In order to reach Croatia from Germany, it would require passing through Austria and Slovenia before you could reach Croatia.
