okay the first guy was actually right on who you can be except for the rebels, which is captain cutter. If you were the same arbiter in Halo wars as you are in Halo 2-3, that means there would BE no arbiter in Halo 2-3, cause in the campaign the arbiter is killed by Sergeant Forge.
