The embargo was imposed during the Cuban missile crisis, which was basically the the development of Cuba into a Soviet satellite state. The missile crises was a risky period in the Cold War and was close to ending in a Nuclear fashion. On February 1962 the Kennedy administration imposed the embargo as a somewhat aggressive diplomatic enforcement of the US distaste for a relationship with the Soviet government. The crisis continued to escalate beyond the point of the US embargo, and was finally put on a stand still after many a failed covert operation, diplomatic pressure, and finally the Kennedy administrations enforcement of a "quarantine" on Cuba. Although the crisis has since subsided, the embargo has stayed on. It has been edited and changed from administration to administration, but has yet to be completely rectified... It seems to have been brought up in the media lately though (January 2009) so maybe the embargo will see a final resting place in history somewhere in the next 4 years.
