No. A serial killer gets pathological enjoyment from killing, whereas Hitler's actions were political and ideological. Although given the obvious aim of his racial genocide policies, he might be considered under what we call "hate crimes" today.

Mao Zedong of communist China, is number one. He killed about 21 million people in his 40 year reign.

Quite possibly, given that his political actions initiated World War II in Europe which led to the deaths of millions, including the Jews in the Holocaust. However, for sheer numbers of killings, mainly peacetime, another contender would be Joseph Stalin, who sent innumerable countrymen to their deaths in Siberia.

If we're counting heads, Mao Ze-Dong at between 49 and 78 million was responsible for more deaths in the 20th century than either Stalin or Hitler.

• Stalin - as many as 23 million if we're counting people killed indirectly by his political decisions, such as the victims of Ukraine's famine, but "only" half a million were ordered executed by him directly.
• Hitler - 12 million including concentration camp victims and civilians in WWII.

Hitler did kill a lot of people just like serial killers do, but Hitler can rather be called a mass murderer than a serial killer.
