The Nazis were known for segregating the population into groups, treating the majority well and then proceeding to massacre the minority. They founded an empire based on constant belligerence and used modern, industrial power to create a war machine that killed more civilians and more soldiers than any other war in history.

Assuming that we are comparing both entities at their height, e.g. Nazi Germany in 1942 and Taliban Afghanistan in 1995, Nazi Germany was significantly worse because the country was engaging in mass genocide against Jews, Romani, certain groups of Slavs, and other groups and invading over a dozen countries on two different continents. The Taliban was incredibly repressive to its population, but there were no attempts at genocide or international war.
