A terrorist state is a nation that utilizes it´s rosources to prosecute and kill people not seem as desirable. In the case of Israel, a clear example would be the killing of innocent civilians in Gaza.

That's a gray area. Officially, not anymore. The PLO renounced terrorism long ago. At present, Palestine is a semi-autonomous state within Israel instead of an Israeli-occupied zone as it once was. However, Hamas holds sway over many Palestinians, and it has not officially renounced terrorism.

The term "terrorist state" has not been consistently defined as a term of art, so it is difficult to answer the question. If we accept the definition that a "terrorist state" is one in which the government uses (1) violence against civilians as a way to (2) bring about a political agenda, then we can figure out an answer.

There are currently two discrete Palestinian States, the de jure Palestinian Authority which currently controls Bantustans in the West Bank and the de facto Hamas government which controls the Gaza Strip. The Palestinian Authority has used terrorism in the past, such as the Second Intifada (2000-2005), but has renounced terrorism as an effective method of obtaining independence. Hamas, however, continues to direct deliberate attacks against Israeli civilians, especially in the city of Sderot. This is for the goal of conquering Israel into an Arab Islamist State. This meets both prongs (1) and (2) of the definition.
