I don't see why not, but if your eyes are bothering you, you should try to put your solution in instead. The solution would act as eye drops. I've tried it before to help with irritation and it works just as well.
A solution is a homogeneous liquid, a suspension is not homogeneous. A suspension is not a true solution.
seawater solution or suspension
1-2 drops into the effected eye.
Particles in a suspension are larger than the particles of a solution, but they are not always so small that they cannot be easily seen with the eye.
The potential toxic effects will depend on the type of eye drops, exactly how much was ingested and how large your dog is. Rewetting drops are of no concern, because they are basically a salt water solution; prescription eye drops are potentially toxic, particularly to a small dog like a Yorkie or Chihuahua.
seawater solution or suspension
A mixture may be a solution, a suspension, etc.
Biscuit is a solid, not a solution or suspension.
