No. there is no justification to killing that many innocent people in a war.

We can't possibly make pece in Iraq in any way short of killing them all. This war isn't quite worth it, but there are wars that are. Assassinating a political leader may be justified in the minds of some people. However, there is no where on earth where killing a national leader is not a crime.
