On December 31, 1941, the US was in WW ll based on Pearl Harbor and Hitler's declaration of war on the US. On December 31, 1941 the US Commander of the Pacific Fleet, Husband Kimmel was replaced and accused of dereliction of duty by an official board of inquiry regarding the Japanese attack on Pearl Harbor. Commander Kimmel was charged for not having Pearl Harbor prepared for an attack. He was forced to resign from the Navy in 1942.He was exonerated by the US congress in 1946, as it was discovered that there were many causes of the weakness in the defenses of Pearl Harbor. This included high level communications with in the US government that he was never informed about.One can only imagine the disgrace this loyal officer endured until 1946.
I do not know who sent it, but my grandfather was the radioman on duty in Washington D.C. who received it.

The last remaining active duty ship that served during World War II, the USS Constitution, is a three-masted frigate that dates back to the early 19th century.

Apparently there was allot of blame to be passed around due to the Japanese attack on Pearl Harbor. Army Commander Walter Short was relieved of duty on December 17, 1941. Short was in charge of the US Army command of Oahu. He too was relieved of duty. Later, there was a debate as to whether Washington DC had properly advised him of a possible danger.It is clear that there were warning signs "in the air" concerning Japanese intentions in the Pacific Ocean. All of the concerns were focused on the US base on the Philippines however. With Hawaii so far from Japan, it was not generally considered to be a target.
