There is no "hidden city" under Alexandria. Like most modern Egyptian towns and cities, the remains of former buildings can be found under the present ones, but this is entirely normal for cities that have existed over thousands of years.

Part of the ancient city of rˁ-ḳṭy.t has been flooded by sea water over the past hundreds of years and now lies just off the coast of Egypt, beneath the sea. Perhaps this is what you are thinking of.
