As far as I am aware, there is no handbook stating the rules for crucifying someone. However, there are passages in Seneca, Livy, Pliny the Elder and Tacitus referring to crucifixion and they confirm the custom of the Romans using the stake and crossbeam method. The Romans did have a slang expression "send him to the stake" or "send him to the stick" which may give the impression of them using a torture stick, but in reality, the consensus is that they used the crossbeam method.
