That would be very unlikely as wars are run by people with power and these same people also have an interest in the infrastructure damage that results in this type of war. That is the reason that the majority of the worlds wars today take place in places where there is little economic activity that is likely to harm the profits made by the leadership of world industry. they do however make vast amounts of money by encouraging and supplying these unimportant lives with weaponry paid for in a lot of instances by the taxpayers of developed nations where the weapons are made.

The War on Terror does not qualify because it is a collection of conflicts, not a single one, and the only major power fully involved in all of these conflicts is the United States.
