Officially, the Republic of Ireland was neutral during WW2, but Northern Ireland fought alongside Britain. However, many Irishmen from the Republic served in the British Army, Navy and RAF, and there were many Irishmen on both sides of the border who supported what Hitler was doing and were pro-Germany. The Germans bombed Belfast several times, and Dublin once.
Jefferson was clearly WITH neutrality because when he was secretary of state for Washington he signed the proclamation of neutrality witch went on to get ratified.

Ireland took the view that it should remain neutral as it was not going to side with Germany but would not support Britain. Britain needed bases in Ireland to help in the war against the U boats. Ireland would not supply these bases despite the fact that goods imprted to Ireland came on exactly the same ships needed to supply Britain. Nontheless Ireland maintained its Neutrality.
