No. Congress had been straining to maintain American neutrality in the war. In this they were merely reflecting the strongly held and expressed wishes of the American people. The only reason that the United States got involved in the war is because the Japanese bombed Pearl Harbor and were clearly going to keep shooting at us whether we liked it or not.
