You may be referring to Gen. Lee's two attempts at taking Harrisburg, PA during the American Civil War. His first attempt was thwarted by McClellan when the Union discovered Lee's lost plans and interceptem him at the Battle of Antietam, MD in 1862. His second attempt came during the Gettysburg campaign of 1863. A small skirmish was fought between Lee's calvary and Union militia in the days before Gettysburg just south of Harrisburg and the Susquehanna River.
Harrisburg was significant for the Union as a supply hub and training center. Had Lee succeeded in defeating the Union army and taking Harrisburg in either year, it would have given him free reign over southern PA and a launching point for assaults on DC, Philly, or even NYC.

During the Gettysburg Campaign in July 1863, General Robert E. Lee's Confederate Army advanced towards Harrisburg, Pennsylvania, but ultimately did not reach the city. Lee's forces approached within approximately 25 miles of Harrisburg before diverting towards Gettysburg for the pivotal battle that took place from July 1 to July 3. The threat to Harrisburg prompted the Union forces to reinforce the area, but Lee's strategic focus shifted, leading to the significant confrontation at Gettysburg instead.
