AS with most monarchical titles, to become one you had to either conquer the land (as William the Conquerer did), inherit it from your father or another older relative, or depose the current owner (usually killing him) and claim the crown for yourself. Very few people ever becam Czar and no one can now become Czar because that monarchy has been abolished.
