Short answer, no

Long answer? Depends on who you ask. He spent a lot on games (the people loved this), he humiliated the nobility (the people REALLY liked this) and he did not engage in any serious wars

Most of his rages were directed at the titled houses, so the common folk did not really see any negative

Honestly and seriously, he was awful. He blew through the treasury accumulated by skinflint Tiberius, he had no desire to do the day by day administration of the empire and hurt a lot of good people, who may have been able to make Rome a better place

On the plus side, he also ticked off the right people to make sure his reign was short and we (history) had the good fortune that his uncle Claudius was beneath the usually fatal vindictive level of most of his efforts
