However, evidence proved that Clinton did have relations with Lewinsky. Clinton argued that he thought the formal definition of "sexual relations" was sexual intercourse, and he did not have sexual intercourse with Lewinsky; however they engaged in oral sex on multiple occasions.

Impeachment is not exactly like an ordinary civil or criminal trial. Clinton was impeached, and this means that the House of Representatives, the only group that can impeach the president, determined that Clinton's actions were worthy of some kind of sensure or punishment. But that is not where it ends. The senate then tries the president to determine the consequences, if any, that should follow the president's actions. The senate acquitted Clinton; he was not subjected to punishment. While his actions were undeniable, reprehensible and immoral, they were not actually illegal. The question was whether Clinton put the nation or the office of president at peril by his acts. The Senate decided that he did not.

President Andrew Johnson was also impeached, and he too was acquitted. No president has been impeached and then found guilty by the senate. Impeachment is not the same as being found guilty. Impeachment is more like indictment.

However, Richard Nixon resigned rather than be impeached and convicted.
