Yes it was radical and somewhat idealistic as well. He wanted to improve the quality of life during the great depression when the unemployment rate was about 25%!! People were so scared of the changes of the new deal.

Some people consider FDR's New Deal radical, but it is more accurately described as progressive. Workers' ability to negotiate pay and other matters with their bosses was strengthened, the federal government engaged in many more programs in order to increase employment, improve housing, parks and highways, rescue farmers who were losing their farms to debt, and the Social Security System to provide funds for the elderly and disabled was begun. Some people at the time regarded these programs as radical. On the other hand, banks and major industrial companies continued to be owned by rich people, not by the government or by the people as a whole, FDR did not nationalize any industries, and he did not violate or attempt to suspend any provision of the United States Constitution.
