A cold war is when two sides do not commit acts of overt hostilities, but instead secretly engage in activities to undermine one another. They just go back in forth with arguments and threats but nothing direct happens. The last cold war (between the US and the USSR) never erupted into a hot war because both side were nervous about a nuclear Holocaust.
The Iraq War was a shooting war, a hot war. In a cold war there is no shooting but instead exchanges of words and posturing, and clandestine activities designed to erode support for the government. The threat of a hot war is real and sometimes follows a cold war, but not always.
