This is all suggestive to be competitive. Not having any of these will not disqualify you, but you will not really be too competitive without it. A MAJOR perk to any board package is OFF-DUTY EDUCATION and VOLUNTEER WORK. With substantial efforts in both of these categories, you will be great competition.
To propose an amendment, there must be at least 2/3 of the people supporting the amendment from both sides of the Congress (House of Representatives and Senates). To ratify an amendment, the Congress (both sides) has to have 3/4 of the population supporting it. Therefore, it takes more people to ratify it than proposing it. Since the main function of armed forces to be prepared for and be effective in combat it is almost futile to carry out such attacks against them. The only remaining part of a targeted community is its supporting civilians upon whom you look at as innocent people.
