A lot of them were indeed revolutionary, but not all of them.
France had been a monarchy (and France had the old regime) since ages and ages, and the people didn't know any other system. They were not happy about the way things were going in their country, since they saw their monarchs, nobles and the aristocracy bath in luxury while the commoners had to pay up sky high taxes and hardly had enough money to feed their children. They knew something had to change, but they did not know how or what.
Until the American Revolution. A lot of French soldiers were sent there with the French army to help the US gain their independence, but when they came back, the French soldiers told everybody about how smart those Americans were, to throw over their UK government and how they now had control of their own country.
This caused revolutionary ideas to grow into actual plans, and a lot of French citizens joined in it. Some didn't, and since the French Revolution should actually be called the Parisien Revolution (since Paris was the decor of the revolution and the rest of France was quite peacefull during the revolution) a lot of faithfull royalists fled elsewhere (since if they would stay, they were bound to be killed).
