Fort McHenry is the waterfront fortification that protected the city of Baltimore. During the War of 1812, British naval forces bombarded Fort McHenry, attempting to land troops there and allow the Royal Navy squadron to continue up the Chesapeake Bay and sack the city.
Francis Scott Key was aboard one of the British ships, and observed the bombardment. He could see the American flag flying from the battlements "at the twilight's last gleaming", but was unable to see if the flag was still flying during the night. But when the flag still was standing on Fort McHenry "at the dawn's early light", the British withdrew from Baltimore and the city was spared.
Key later wrote the poem that later became the "Star Spangled Banner", and which even later became the American National Anthem, describing the American flag still waving over the harbor at dawn.
It would have meant that the British had overrun Ft. McHenry because they would take the flag down.

When the explosives that were being used to bombard the fort exploded, they put out light that illuminated they sky and allowed a short glimpse of the fort, like when lightning flashes.
He wasn't in a city. He was on a British ship outside Fort McHenry, near Baltimore. He wrote it while he was watching the bombardment of the fortress. He was inspired by, in the middle of the night, the American flag standing proudly whilst lit up by bombs bursting in the air. It was during the Battle of Fort McHenry in 1814. The British had fired somewhere between 1500 and 1800 rounds on the fort- yet the flag, and the soldiers, remained.
If the U.S. flag is flown at night, it is supposed to be lighted.
It would have meant that the British had overrun Ft. McHenry because they would take the flag down.
The US National Anthem is referring to the flag over Fort McHenry during the Battle of Baltimore, an engagement in the War of 1812.
The U.S. flag is properly illuminated at night to ensure it remains visible and recognizable as a symbol of the country. This practice follows U.S. flag code guidelines that emphasize displaying the flag with respect and dignity, even during hours of darkness.
It is recommended to only fly the Canadian flag at night if it is properly illuminated to ensure it is visible. If not illuminated, it is advisable to lower the flag at sunset and raise it again at sunrise.

The title of the poem/song refers to the American flag, specifically the flag that flew above Fort McHenry during the British naval attack on Baltimore in 1814.
The star spangled banner was also called the Great Garrison flag. The star spangled banner was the garrison flag that flew over the Baltimore harbor at Fort McHenry during part of the War of 1812.
THE US FLAG CAN BE FLOWN DURING THE DAY, ANYTIME. THE FLAG CAN ONLY BE FLOWN AT NIGHT IF IT IS PROPERLY LIGHTED.
