In 1940, France was invaded by German troops. The country was divided in two parts - The North occupied and ruled by Germany. The South called Etat Français - which was governed by the Petain's collaboration regim. But in November 1942, Germans will annex the south part.
That is very difficult to say and makes the assumption that conditions in the various occupied countries remained the same throughout the war. A possible candidat is Vichy France, at least until 1942.

It depends on whether you consider certain nations to be fully occupied, as in the case of France which was occupied in the north and dictated to in the south. The nations that are considered to be occupied are Norway, France, Belgium, Netherlands, Luxembourg, Austria, Italy, Chechloslavakia (sp?), Hungary, Poland, the Soviet Union, Denmark, Romania, Bulgaria, Albania, Yugoslavia, Greece and several smaller jurisdictions like Monaco. North Africa in certain areas is thought to have been occupied.
