Gave the US an excuse to intervene on the side of Britain again set the Nazi's. it effectively took away the arguments of the isolationists that wanted to keep the nation out of the war. If FDR didn't have Pearl Harbor as an excuse, well, they would have called him a warmonger! I don't know if congress would have even approved a declaration of war without an event to win American hearts and minds to the cause.

How many people were at pearl harbor?

All who didn't die, did survive. Think about that for a minute. Now, the world population in 1941 was around 2.5 billion people. There were 2,402 killed in the attack. So, an estimated 2,999,997,598 people survived the attack on Pearl Harbor. This can't be any more accurate than that; world population can only be estimated.
