The original idea was that the people were the country, but they needed a central government to raise an army to defend the group of states, to mint money so the States could all buy and sell goods and services to each other, and to control the commerce between the States.
Today the executive branch (Office of the President) and the lawmakers (the House and the Senate) seem totally and completely out of the people's control. The federal government has grown exponentially and unconstitutionally, which actually HELPED the federal government get bigger.
One of the causes or results of the size of the government is that too many American citizens expect the government to do everything and to fix everything and that leads to the government gaining more and more control of everything. If the average citizen doesn't want to take personal responsibility for what they find wrong within the country and continues to expect the government to do it for them, then the government will continue to grow and the difference between the US and a communist state will be hard to see.
