France owned a large portion of North America. However, being that France was also at war with the British, they needed money. As such, they sold the land to the United States.
Spain had the Louisiana Territory under their control for about 40 years, until the French was power hungry and forced the Spaniards to give them back the territory. Napoleon, leader of french at the time couldn't handle another war for the Territory at the time so he negotiated with Thomas Jefferson and James Madison secretary of state, and they then decided to buy the Louisiana Territory from France.
Spin claimed a vast area of land west of the Mississippi River known as Louisiana. They didn't let the pioners from the U.S trade outside of the port. This conserd the president. In 1893 the French took control of Louisiana. So, Jefferson sent James Monroe to bye it from them.

Napoleon needed money to fund his war in Europe and the thought of colonization in America was all but gone when a revolt in the French colony of the West Indies occurred and was alarmed by the determination of the American people to keep the Port of New Orleans. So instead of selling just New Orleans, he decided to sell the Americans the entire Louisiana Territory for a meager 15 cents per acre, making the total amount payed roughly about $15 million.
Napoleon needed money, the French territory in North America wasn't worth much to him, (also the British might try and grab it), and so he decided to offer to President Thomas Jefferson, who agreed to buy it.
