General Ulysses S. Grant established the Union's first official policy towards Southern slaves during the Civil War. In 1862, he implemented a strategy that allowed escaped slaves to seek refuge behind Union lines, treating them as "contraband of war." This policy was a significant shift, as it not only provided safety to enslaved individuals but also undermined the Confederate economy reliant on slave labor. The policy laid the groundwork for further emancipation efforts, culminating in the Emancipation Proclamation in 1863.

There is no law that allows educators in Alberta to confiscate objects from students in schools. It is the policy of school boards to consider some objects, contraband, if found on school property. What is considered contraband varies from school board to school board. Some school boards do not permit students having cel phones at school, while others consider camera phones contraband. What ever is considered contraband will be confiscated by school staff as per school board policy.
As soon as Union troops entered an area the slaves would runaway behind union lines. It was the policy of the army not to turn slaves over to their owners. They were referred as "contraband " because contraband doesn't have to be returned. Nearly 180,000 free black men and escaped slaves served in the union army. Yet, they did struggle with discrimination and were segregated in all ways. Often they had white officers. Watch the movie Glory to get a feel for this.

Union General Benjamin Butler declared enslaved Blacks as "contraband" of war to deny the Confederacy their labor and to undermine their economy during the Civil War. By categorizing them as captured war supplies, Butler aimed to provide a legal justification for protecting these individuals, allowing them to seek refuge with Union forces. This decision also marked a significant step towards recognizing the role of enslaved people in the conflict, as it highlighted their status in the war effort and contributed to the evolving Union policy regarding emancipation.
