This was not the opinion of Pringe George IV, but rather speculation as to why Britain would enter into such a foolish war with the United States. Although some considered King George mentally ill, there is some speculation that what they may have considered to be the king's insanity, was actually poor hearing. When George III was declared incompetent, his heir, Prince George took power. He was widely despised by his father's ministers, who resigned rather than work with him. So, without the advice of these ministers, the Prince entered the war with the United States, although Britain already engaged in a war with France. So, since King George had to step down, and his son made a grave diplomatic error, the king's deafness can indirectly be blamed.
