Basically, after alienating everyone with his increasingly OTT behaviour i.e. entering drama competitions in Greece and ROme to show off his supposed inner artistic genius, his increasingly disrespectful senatorial policies i.e. debasing the coinage and killing off alot of senators because he was paranoid they were all part of the conspiracy against him (Piso's conspiracy, primarily, i think ad 65), neglect of provincial policy and areas, visible in the violent uprisings in Judaea in 66 as well as the ultimate Vindex and Galaba rebellion that forced Nero to commit suicide as well as killing off any possible heirs to the Julio- Claudian dynasty (Brittanicus, Claudius' real son was killed in AD 55), Nero ensured that his death marked the ned of the Julio- Claudian regime. Accordint to Suetonius, Nero's major aim was to completely destroy the senatorial class, however, we must be careful about accepting this as Nero's primary motivation in his actions- Suetonious along with Tacitus are definitely biased against any sort of monarchic government especially that of the principate due to Domitians reign of terror and his persecution of the senatorial class during their own context. That's one impact i can think of. ooo wait. Another impact which was largely possible was that after the great fire of rome in ad 64, Nero's instigated better urban design and planning. (There's the possible irony of the fact that Nero could have been the one who started it. While Tacitus, surprisingly considers both the 'yes- Nero started it' and the 'Nero wasn't in Rome at the time' arguments as having credit, both Suetonius and Dio immediately accuse Nero of arson, as well as heigtening his malevolent image by saying he sang the Sack of Troy while he watched Rome burn. However, Nero also provided aid to those affected i.e. opening his private gardens as shelter, making temporary housing, fixing the price of grain to a low, affordable price so ppl didnt starve, as grain stores had been largely destroyed) With ten of the fourteen districts in Rome either destroyed or severely damaged, the rebuilding of these buildings which included residential and religious and cultural ones, were to adhere to strict building specifications such as a large percentage of the house being rebuilt in fire proof stone, frontages to be similar heights, buildings to look into courtyards, semi detached houses banned, better access to firefighting equipment and better water supply routes. So, that was one arguably positive impact of Nero on Rome- he reconstructed a Rome that was safer and more architecturally harmonious. there;s more but i can't be bothered writing.... :P
