In the context of Colonial America, yet also true for most other contexts, 'colonialism' is characterized by the following features: First, explorers of the colonizing power make contact with, explore, and assess the value of a territory to be colonized. Second, through diverse possible arrangements, groups of colonists are sent to the territory itself. Third, and as the colony becomes established, home-government representation and administration becomes more sophisticated, with economic and other regulations being instituted. Fourth, the particular character of the colony will become clarified (and develop still further) given the circumstances and conditions of its development, its people, its context, and its importance to the home-government.
