Not really. The Cold War was still happening after SALT (Strategic Arms Limitation Talks). It didn't end until the Soviet Union ran out of money to keep up their military buildup.
I don't believe anyone is supposed to have any kind of nuclear weapons due to the arms limitations treaties of the Cold War. I could be wrong, I'm not a big military official.
