A step pyramid (in Egypt at least) was the next step after Mastaba, or 'bench' tombs. A step pyramid is basically a set of mastaba tombs set atop each other. There are several examples of this type in Sakharra Egypt. The exterior would be covered with to make the faces smooth but the design did not hold up well.

'True' pyramids use more steps, allowing solid limestone blocks to be used for facing. These held up much better to exposure. Alas, most of the limestone casing of the Great Pyramids was stripped for construction of Mosques and other buildings over several hundred years.

Step pyramids were one of the first pyramids ever built while true pyramids were just an improvement. Only one step pyramid was ever built while there are several true pyramids throughout Egypt and the Valley of the Kings.
