This physical removal was aimed at creating a seperate nationhood for each racial group in South Africa.
The answer is that Nelson Mandela was released out of jail in 1990 and it ended in 1991. It took so long because after he got out of jail , the violence began to get worse and the African American started to fight back against whites, cops and their army.
