You could have heavy rains/ storms/ high tides/ flash flooding etc, but these might be accompanied by deforestation/ desertification/ urbanisation/ altering of river pathway, making it smaller etc./ making drainage basin smaller/ building on flood plain/ not implementing flood defences, and there are many more too.
