There's little evidence that enforcing conscription weakened rome. It seems to be quite the opposite. When enforced conscription was no longer needed they moved to a professional army, and later to barbarians and mercenaries. Rome's downfall had a lot more do to with political and economic hardships

In in what ways could the failure to enforce conscription weaken rome?

Conscription was applied only until the Marian reforms of the army of 107 BC. The reforms made enrolling in the army voluntary. This remained so for the next 580 years. For a period after the reform, there were also some conscripted soldiers. However, the army then became wholly composed of voluntarily enrolled soldiers.
