It was more of an ill-fated "witch hunt". There was no real plan that was developed or put into operation. Fear and paranoia were both used to their fullest extent. It turned out to be a curtain raiser that exposed how bad some of our elected officials can be. The American public, with it's notoriously short memory, has long sense forgotten this lesson.
