Germany was the country that was ruled by kaisers. The title "kaiser" is derived from the Latin "Caesar" and was used by the emperors of the German Empire from its unification in 1871 until the end of World War I in 1918. The most notable kaisers were Wilhelm I and Wilhelm II. After World War I, the monarchy was abolished, and Germany became a republic.

France
When the war began, France was an empire ruled by Emperor Napoleon III. Prussia was a kingdom ruled by King Wilhelm I. Near the end of the war, Napoleon was captured by the Prussians during the Battle of Sedan. The French then overthrew Napoleon while he was in captivity, and France reverted back to a republic. The president of the new republic was Adolphe Thiers. Additionally, Prussia used the war as a reason to unify Germany into a single country, an empire ruled by a "kaiser". King Wilhelm became Kaiser Wilhelm I, although he was still also King of Prussia.
