"Middle class" has no strict definition, except that it is between "working class" and "upper class." Generally, those in the working class tend to work for hourly wages at jobs that do not require college degrees, which they often lack. In contrast, the upper class consists of the wealthiest individuals, who may not even need to work and can afford most luxuries. The middle class is somewhere between these two.

The citizens of Rome had a rigid social structure. At the beginnings of the city there were two classes of people, the patricians and the plebeians. The patricians being the "haves" and the plebeians the "have nots". After strikes and civil unrest the plebs won their rights. However as Rome grew, many other people came to live in the city and they were neither patrician nor plebeian, they were the proletariat. Some were poor, some were wealthy or grew wealthy. These wealthier citizens became a type of upper middle-class called the Equestrians, (a name taken from the old military order of equites.). The equestrians were primarily the businessmen and they were a powerful political group. Beneath them were the rest of the population, the average Gaius and Marcus. Next came the freedmen, former slaves, who could be wealthy, but were still "classed" below a freeborn man. At the bottom of the pile were the slaves.

This has become a very popular idiom (or perhaps a cliché) in the world of politics. When a politician says something is a "victory for the middle class," he or she is usually referring to a bill in congress, or a proposed new law or policy that, if it is enacted, will help average working people to become more prosperous and financially secure. Many politicians say they want to help the middle class, because "middle class" can refer to just about any average person, so voters easily relate to it. Further, it's a way of being seen as someone who truly cares about hardworking Americans (or Brits, or Canadians, etc), rather than being seen as someone who only cares about the wealthy and powerful.
