In ancient Athens, if a question came up that required government action, all of the voters (which did not include women, children or slaves) were called to get together and decide on the action. It is as if the entire adult population of the US were members of Congress or the entire adult population of Britain were Members of Parliament. Clearly such a system is only feasible for a community with a limited population. The easiest way to define "Direct Democracy" is that it's the form of democracy where all decisions are made by the voters. Every voter had an equal voice. Again, this is only ideal when you have a limited voting population (either by demographics or by population - the Greeks used demographics).
