On July 13, 1870 at a resort in Bad Ems, Prussia, the king of Prussia met with a diplomat representing the Emperor of France, Napoleon III. Napoleon had threatened to go to war with Prussia if the king did not accept a few demands- the king politely refused when told by the diplomat. The king then allowed Bismarck to release a statement regarding what discussed in the meeting.

Bismarck hoped to start a war with France. He (correctly) guessed that France would be easier to defeat than she seemed; but he needed France to actually declare war first. If France declared war first, then other German countries like Bavaria and Baden would be more likely to help Prussia. Also, powerful countries like Britain would be less likely to help France. Bismarck's hope was that victory against France would allow Prussia to take full control of Germany and officially unify as a new German Empire, and the king of Prussia would be its first Kaiser (Emperor).

So Bismarck intentionally reworded the statement about the king's meeting. He didn't mention that the king was polite and conciliatory, and made it sound like the king had insulted the diplomat- which would've been the same as insulting Napoleon himself.

Bismarck was correct in his assumptions. Napoleon was furious, and France declared war a few days later. Prussia defeated France in the short war, and even captured Napoleon himself at the climactic battle of Sedan. The German Empire was officially born on January 18, 1871; Napoleon was overthrown, and died a couple years later in exile in England.
