Lincoln's initiative to send supplies to the garrison of the fort, notified to the governor Pickens of South Carolina by means of a confidentially letter, led the Confederate government, on April 10,1861 to make the decision to intimate the fort to surrender.
The request was repealed and the Confederate artillery started the bombardment of the fortress, on 4,30 AM of April 12, 1861, thus making the serious responsibility for having opened the conflict, marking the importance of the battle.

Confederate shore batteries fired on Fort Sumter and caused it surrender. Prior to this the US ship "Star of the West" had attempted to re-supply the fort, but had been fired on and caused it to retreat. After this Lincoln said he would resupply the fort and the South opened fire a month later.
It's difficult to pinpoint the extent of the damage caused by Jefferson Davis' veto to create the position of general in chief. However, with that said, it's clear that governing the Confederacy and in a defacto manner being the Confederate general in chief divided his large responsibilities. As president he was a political leader of course, and clearly, at times his military decisions on appointing Confederate generals were sometimes political decisions rather than military ones. As an aside, US President Lincoln appointed general in chiefs, the reality, however, was that he was much like Jefferson Davis by becoming far to involved in military operations. This caused problems among his military leaders and created political critics on his methods of handling the Union war effort.
The first plans to secure the Confederacy had two major defects. President Jefferson Davis supported the idea of placing troops on the perimeter of the Confederate borders. This left the South weak almost everywhere as the South simply did not have enough troops to effectively defend the entire all of the South's borders. Davis made an additional error by establishing what can be termed a departmental system. The purpose of this was to create self supporting areas to carry out the defense of the South. This policy created a situation whereby the effective coordination of Confederate troops was more difficult. With military areas under a sort of separate responsibilities, this caused confusion.
