In an article which appeared in the Raleigh newspaper before the death of Thomas Jefferson, the former President said that North Carolina's voye for independence was critical and that Jefferson said that Penn was the deciding factor in getting North Carolina to vote yes and in getting William Hooper (who was hesoitant) to abstain.
