Major General Henry W. Halleck and his subordinate, General Don Carlos Buell failed to grasp the the military importance of Chattanooga, Tennessee. This was compounded by Buell's failure to clear eastern Tennessee and push his forces to the Cumberland Gap. Both objectives were within reach. General Mitchel could have taken Chattanooga in April of 1862. And, Union General George Thomas believed that with proper support, he could have taken eastern Tennessee in October of 1861. The combined failures of more than just General Halleck had the opportunity for the Union ending the war sooner than it did.
President Lincoln had asked General Ambrose Burnside to make private inquiries among General McClellan's staff with regards to his ability to lead troops. Burnside was a friend of McClellan's and such a back of the hand stunt did not please Burnside. He followed Lincoln's orders, however. Clearly his top commanders were loyal to McClellan and word got back to him. But Burnside was shocked to learn that not only were McClellan's staff loyal, but worse, in that they held the Lincoln administration in contempt. Burnside was startled to hear open discussions about a military takeover. General in Chief Halleck dismissed Burnside's report as "staff chatter".

When it became clear to President Lincoln and General in Chief Henry W. Halleck that General George B. McClellan had no intentions of marching on Richmond from his position on the Peninsula, it was time to ease him out of power by slowing transferring troops from his army to General Pope. He was not asked to resign from the military, but he realized what decisions his commanding officer, Halleck and the President wanted to do with regards to finding a means to attack Richmond without his cooperation.On the surface he acquiesced to his new role of preparing and superintending the withdrawal of between 80 to 90,000 of his troops and all of their equipment from the Peninsula to join with General Pope in northern Virginia. He held on to his belief that the Confederates were too strong to attack, so he was content to let events go as Lincoln, Halleck and Pope wanted it. He remained on polite terms with his superiors. Based on letters and other contacts he made in late August, he had no confidence that General Pope could defeat General Lee.
