At the time the Barbarians took over, Rome was to big for one ruler to handle, so the emporer that ruled Rome, picked someone else(most likely a friend who he knew would take care of Rome) and split it up into two empires. By law, they were still one empire, but the two went at war alot againt each other, so that did not really work out. So while Eastern Rome was getting pounded by Barbarians, Western Rome was becoming more and more succesful. Sorry if this does not answer your question.
