After much discussion the Congress agreed on a resolution that asserted American rights and demanded that the English Parliament withdraw the Intolerable Acts. It prohibited the further import of British goods and authorized "committees of safety" in every colony to enforce the ban. If Parliament did not yield by the following January, the Congress planned to halt colonial exports as well. It then adjourned until the following spring.

New England became an armed camp. Minutemen drilled on every village green; towns stockpiled arms and gunpowder. The British controlled Boston but nothing else.

The Second Continental Congress met in Philadelphia on May 10, 1775. The Congress took on the duties of a government, uniting the colonies for the war effort. An army was organized and George Washington was appointed commander in chief. On July 8, 1775, the Congress issued a declaration setting forth the need to take up arms and the reasons for doing so.

Then, on July 4, 1776, the Declaration of Independence was passed and adopted by the Second Continental Congress.
