It remains quite unlikely that the Spanish sank the Maine on 15 February. It had been in the Harbor for three weeks when the explosion happened, and nine weeks after the sinking Spain declared War. The sinking of a single ship without other hostile activity seems does not appear to be an act of war. It was not a false flag action and it is also unlikely that Cuban Rebels could have been involved.
