When I was growing up, it was "great uncle". We have a lot of fun with this, as in "I'm going to ask the Great Uncle Mark if I can have some ice cream." Anyway, to answer your question, we always use great uncle or great aunt when referring to those relatives.
The relationship of the sibling of your sister-in-law or brother-in-law to you does not have a name in English. You could call them your brother- or sister-in-law if you want, or you can call them the brother or sister of your brother- or sister-in-law.
